Butterworths was founded by Henry Butterworth in 1818 and has been at the forefront of innovative law publishing for over 180 years.

Tolley was founded by Charles Tolley in 1916 and has built an enviable reputation as a major publisher of tax reference works in the UK. More recently, Tolley has expanded its publishing activities to cover areas of legal regulation.

Butterworths Tolley was formed in 1996 when the Legal Division of Reed Elsevier Plc- parent Company of Butterworths - purchased Tolley Publishing to strengthen its position in the tax markets. Fairly quickly the two companies Butterworths and Tolley were brought together under a common management.

Butterworths Tolley now has a growing presence in the regulatory market including such areas as health and safety, payroll, pensions, company secretarial and charities information, and aims to publish materials and practical analysis of legislation as it impacts on the non-legal profession.

As well as organic growth, Butterworths Tolley continues to grow through aquisition in the 21st Century.

In January 2000 it acquired the Eclipse Group Ltd - a market-leading publisher and conference organiser specialising in employment and related subjects. The publishing portfolio of Eclipse comprises 28 journals and includes leading brands IRS Employment Review, the Industrial Relations Law Reports (IRLR), Equal Opportunities Review, Occupational Health Review and Facilities Management. This adds to our already significant portfolio of regulatory materials and strengthens the business in this key area of our growth plans.
